About Council compliance assessment

After you receive your development approval, the approval conditions may require you to lodge an application for Council compliance assessment. 

This ensures that proposed work complies with the conditions of the development approval and policies within Brisbane City Plan 2014 (City Plan). 

You may need Council compliance assessment when undertaking: 

  • filling and/or excavation  
  • roadworks  
  • stormwater drainage (not house drainage)  
  • vegetation management and/or rehabilitation  
  • footpath works  
  • other infrastructure. 

What is Council compliance assessment?

Council compliance assessment ensures you comply with the conditions of a development approval for a Material Change of Use (MCU) or Building Work (BW), or if a document needs to be lodged for assessment to comply with conditions for a Recofiguration of a Lot (RaL).

This applies when there's a need for the assessment and approval of:

  • building management statement
  • construction management plan
  • vegetation management plan/rehabilitation plan
  • flood emergency management plan.

Unlike other applications, Council compliance assessment isn’t subject to the processes or timeframes of the Planning Act 2016.

How to apply

When should I apply?

After you receive your development approval from Council.

Remember to lodge any other applications under the development approval at the same time and in accordance with the approval conditions.

Who can lodge the application?

You can lodge a Council compliance assessment application yourself.

Alternatively, you can hire an expert to lodge on your behalf.

Application requirements

You can apply for Council compliance assessment online.

Make sure you submit all relevant forms, information and any proposed plans needed for your application, including:

  • each page of all engineering plans certified by a Registered Professional Engineer of Queensland (RPEQ)  

  • any additional documentation requirements identified on the Operational Work/Compliance Assessment Form or within the development approval

  • onsite detention must be designed and certified by an RPEQ (Civil)

  • pump well systems can be designed by a Queensland Building and Construction Commission (QBCC) licensed hydraulic designer or an RPEQ but must be certified by an RPEQ (Civil).

Note

Stormwater designs for sites less than 2,000 square metres, or that have an upslope catchment of less than 4 residential lots, must be submitted by either a QBCC licensed hydraulic designer or an RPEQ.

Fees and charges

You have the option to pay the relevant application fees during or after lodgement.

  • If you want to pay using a Mastercard or Visa, you'll receive a fee quote when you lodge your application.
  • If you want to pay another way, you'll receive a fee quote 2 business days after you lodge your application.
