Elystan Road drainage works - New Farm

Brisbane City Council is upgrading the stormwater drainage system on Elystan Road in New Farm. We are installing new underground stormwater pipes to improve flood immunity and amenity in the area.

Construction is scheduled to begin in early January and completed by June 2025, weather and site conditions permitting.

About the project

As part of our commitment to maintaining and improving our drainage network system, Council will be undertaking necessary drainage works in New Farm on Elystan Road as well as Lower Bowen Terrace, Brunswick Street and New Farm Park. As part of these works, we are installing additional stormwater infrastructure including drainage pipes and connections, manhole chambers, and roadside drainage gullies.

This work will reduce the risk of localised flooding in the New Farm/Teneriffe stormwater catchment area, which has historically been prone to water inundation during significant rain events.

Project details

Works will start in early January 2025 and will include upgrading the existing stormwater drainage network with additional stormwater pipes, new manhole chambers, gullies and connections. This new infrastructure is designed to improve flood immunity in the New Farm area, supporting long-term community resilience. 

To minimise above-ground disruptions for the community, we will be using micro-tunnelling and pipe-jacking techniques, which is a method of pushing drainage pipes underground without digging up the surface, creating a tunnel for the services. Tunnelling and pipe installation works will occur under Elystan Road, Lower Bowen Terrace, Brunswick Street and New Farm Park. 

A small section of Elystan Road, near Brunswick Street will be closed from early January to June 2025. Residents on Elystan Road, between Brunswick Street and Lower Bowen Terrace, will need to detour via Oxlade Drive and Lower Bowen Terrace. Signage will be in place to direct residents. The closed section of road will not prevent access to any residences or driveways.

Where necessary, traffic control in place to assist residents navigating around the closure.

On-street parking on Elystan Road, adjacent to the works, will not be available for the duration of the works to allow a safe distance around the excavation and work area.

New Farm Park impacts

In mid-January 2025, works will start in New Farm Park and will include a temporary fenced-off access road for vehicle and construction access.  For the safety of residents, visitors and workers, the work area in New Farm Park will be fenced off while construction is underway.

Visitors to New Farm Park may notice some construction impacts associated with these works, including noise, dust, vibration as well an increase in work vehicles around the ring road. 

Access around the work areas will be maintained at all times. 

Project details

Construction will start in early January 2025 and be completed in June 2025, weather and site conditions permitting. 

Works will generally be undertaken from Monday to Friday 6.30am to 6.30pm (typical machinery operating hours will be 7am to 3.30pm). Some Saturday works may be required and will occur from 7am to 5pm. 

As part of these works, Council will be undertaking the following: 

  • excavating a small section of Elystan Road, as well as works on Lower Bowen Terrace, Brunswick Street and in New Farm Park
  • installing new drainage pipes
  • reinstating the road surface and all disturbed areas, including in New Farm Park. 

During construction, residents, park users and businesses may experience an increase in noise, dust and vehicle movements, with reversing beepers and flashing lights.

Works in and around New Farm Park

You may notice a lot of Council activity in New Farm Park between January and September 2025. During this time, Council will be undertaking three projects in New Farm Park: the Elystan Road Drainage project, the Playground Redecking project, and the Backflow Device Maintenance works. 

Works are planned to take place from:

  • Elystan Road Drainage: January to June 2025
  • Backflow Device Maintenance: April to June 2025
  • Playground Redecking: May to September 2025

All timings are dependent on weather and site conditions.

More information regarding the playground redecking and backflow device maintenance will be available closer to the start of the works.

These projects are designed to enhance flood resilience, improve playground safety, and upgrade backflow prevention systems in the park and surrounding areas. 

We are coordinating these projects to minimise any inconvenience. We understand this will be a busy time for the park, with increased activity and the presence of work vehicles and equipment.
