Apply for vehicle access to the Queen Street or Valley malls. Learn about permitted access times and weight restrictions.
Regulating vehicle access to malls
Traffic restrictions ensure pedestrian safety in the city malls:
- Queen Street Mall, including Reddacliff Place
- Brunswick Street Mall
- Chinatown Mall.
You must have a permit to access the malls in a car, truck or other vehicle.
When you need a permit
Valid reasons for needing car, truck or other vehicle access to the mall areas include:
- deliveries
- to load or unload goods and/or building materials for a business in a mall
- when working at a business in a mall.
When you don't need a permit
In any mall, you don’t need a permit to use:
- strollers and prams
- wheelchairs
- motorised disability assistance devices.
Queen Street Mall
You don’t need a permit to:
- enter Burnett Lane via Albert Street from Adelaide Street in a vehicle
- enter or exit private laneways or loading bays that are only accessible from Albert Street in a vehicle
- push or carry a bicycle or wheeled recreational vehicle, such as a scooter, through the mall without blocking or bothering pedestrians.
Brunswick Street and Chinatown malls
You can enter or exit the adjoining Chinatown Mall car park in a motor vehicle via the lanes in Duncan Street without a permit.
Important information about vehicle access
Bollard access and permitted access times
Different types of bollards are in place across the 3 mall precincts.
Bollards are removed or retracted to allow permitted vehicles to access the malls at the following times.
Queen Street Mall and Reddacliff Place
- Midnight to 7am, Monday to Friday
- 2am–7am, weekends
Brunswick Street Mall
- Midnight to 9.30am, Monday to Friday
- 6am–9.30am, weekends
Chinatown Mall
- Midnight to 9.30am, Tuesday to Friday
Weight restrictions
A strict weight restriction applies to all vehicles. The vehicle mass must be less than 12 tonnes.

You can apply for an annual or weekly Malls Traffic Permit for vehicle access to the malls.

A 'vehicle' refers to any type of wheeled transport. It includes all automotive vehicle types or personal mobility devices such as:
- bicycles
- roller skates
- roller blades
- skateboards
- scooters.
Strollers, prams, wheelchairs and motorised mobility devices are not considered vehicles under this definition.
