About on and off maintenance approval
On and off maintenance requests are a requirement of certain conditions set out in a development approval where an asset is constructed by developers to be future owned by Council.
The on and off maintenance process ensures that assets for Council are constructed to meet required standards.
On and off maintenance relates to:
- infrastructure to be transferred to Council, such as:
- roads
- traffic signals
- city lighting
- stormwater infrastructure including stormwater treatment devices (bioretention basins)
- parks
- streetscape works, or
- environmental outcomes such as:
- rehabilitation, which may be transferred to Council or remain in private ownership.
How to apply
When should I apply?
A request for on-maintenance inspection is made when works required by conditions of development approval have been constructed.
Who can make this request?
The developer or developers representative responsible for construction can request on and off maintenance inspections.

The email subject line should include the site address, the relevant development approval number (A00…), and the number of the condition requiring an on-maintenance inspection.
Be sure to attach:

as-constructed plans

certification

a list of proposed attendees

proof of public liability insurance.
Within 5 business days, a Council officer will schedule the inspection.
During the inspection, we'll ensure compliance with the approval conditions. If any defects arise, address them to avoid a possible reinspection fee.
Upon satisfactory completion, we'll send an invoice for the maintenance bond (if required). After payment, you'll receive an official on-maintenance letter, marking the start of the maintenance period.
Maintenance period
The maintenance period, usually 12 months (but may vary), is specified in on maintenance letter. During this time, you are responsible for:
- maintaining the works
- repairing any faults
- carrying public liability insurance if required.

At the end of the maintenance period, the developer can request an off-maintenance inspection. Before making the request, ensure no outstanding defects exist.

Within 5 business days, a Council officer will arrange the inspection.
During the inspection, we'll review constructed assets and determine if they are in good working order. If any defects arise, address them to avoid a possible reinspection fee.
Upon satisfactory completion, you'll receive a formal off-maintenance letter confirming fulfillment of development approval conditions and the release of the maintenance bond (if held).
