What is City Plan online

City Plan online is an electronic version of Council’s planning scheme, Brisbane City Plan 2014 (City Plan)

The planning scheme guides how land in Brisbane is used and developed. It sets out the planning requirements Council uses to assess development. 

City Plan has maps that show where the planning requirements apply. City Plan online includes the mapping and planning scheme information in one easy-to-use tool. 

City Plan online helps you to determine if your project needs planning approval.

A property report is a brief summary of the City Plan requirements applicable to the site.

  • Learn about the planning and building requirements that may affect your proposed residential project, business, subdivision or heritage place project.
  • Navigating the planning scheme can be tricky. Seek Council advice to support you through the development process. 

Main features of City Plan online

City Plan online allows you to view and easily navigate Brisbane City Plan 2014, from version 14 onwards.

1 Access the planning scheme

On the City Plan home page, click on the ‘View planning scheme’ button below the search bar.

2 Select the desired version

The current version of City Plan will display by default. To view an earlier version, click on ‘Change’ next to the ‘Current’ button on the top-left corner of the screen. Select a version from the options. 

3 Explore the planning scheme

City Plan is divided into sections on:

  • Council’s community statement and strategic vision
  • state planning provisions
  • strategic framework
  • specific aspects of the planning scheme, including zones, overlays, neighbourhood plans and the local government infrastructure plan
  • development codes
  • schedules with additional information, such as planning scheme policies to provide additional information and guidance on planning requirements
  • appendices, including an index and glossary. 
4 Navigate through the planning scheme

Use the left-hand panel to go to different sections of City Plan.

Use City Plan online interactive mapping

Click on the ‘View map’ button on the City Plan home page to go to the interactive map. You can search for a location by address, lot plan, street or suburb. 

Switch between map layers using the Maps Tools panel to see how your property is affected by City Plan.

Zones

See the type of land use allowed on a site, such as residential, commercial, industrial or mixed-use. 

Boundaries and labels

View boundaries for local government authorities and suburbs, as well as road and property labels, waterways and resident permit parking areas.

Overlays

Identify local features and characteristics that may apply special development requirements, such as flooding and heritage considerations.  

Neighbourhood plans

Access local area plans that guide housing and standards for new developments.

Local government infrastructure plan (LGIP)

View existing and planned infrastructure including stormwater and transportation networks, public park and land for community facilities.  

Basemaps

Explore and compare changes in the landscape over time. Basemaps include historic aerial views from 1946 and a standard base map of Brisbane streets.

Have your say on a proposed amendment

City Plan is regularly updated to include legislative changes, community or industry feedback, new information and new or updated neighbourhood plans. 

Have your say on proposed amendments that are open to public consultation by making a submission. 

To make a submission on a proposed amendment, you can either register as a user or a guest

For information on City Plan amendments open for public consultation, go to the ‘News and updates’ panel on the home page.

The news item will include a link to view the proposed amendment. Proposed changes will be highlighted on the affected parts of City Plan and clearly visible.

You can support, support in part or oppose a proposed City Plan amendment. You can also leave a comment.

You can edit and review your comments before making a submission.

You’ll need to supply your contact details for your submission to be properly made. 

Council may conduct a survey as part of public consultation on a proposed amendment.

Frequently asked questions

You can search for your property in City Plan online by typing the address into the search bar on the home page. 

Your property will be highlighted on the map. Use the map tools to identify planning scheme information about your property, such as relevant zones, overlays and neighbourhood plans. 

To view the relevant planning scheme information, click ‘View section’ in the results summary. You can also look up the relevant information using the ‘View planning scheme’ feature in City Plan online.

Yes, you can compare changes between different versions of the planning scheme on City Plan online. To do this: 

  1. Identify which two versions of City Plan you want to compare.
  2. Click on the ‘View planning scheme’ button below the search bar on the home page. The current version of City Plan will display by default.  
  3. Click ‘Compare’ at the top of the screen.
  4. In the pop-up box, use the arrows to select the other version you want to compare. 

The oldest version of City Plan will always be used as the ‘base’ and the most recent version will be the ‘compare’ version. Changes between the two versions will be highlighted.

The different map layers in City Plan online show the parts of City Plan that apply to your property. This includes zoning, overlays, neighbourhood plans and local government infrastructure plan items.

Once you’ve identified these, you can read the planning scheme to understand the planning requirements that apply to development on your property.

This will help you determine if your proposed development needs planning approval and what criteria it will be assessed against.
