Follow our step-by-step process to apply for a residential driveway permit. Check what documents you need to provide.

Residential driveway permit application types

You need a permit to build, repair or modify a residential driveway.  

There are 2 ways to apply for a residential driveway permit.

Self-assessment lets you assess your driveway against Council requirements. 

To apply for a self-assessment permit, your driveway must be positioned at a minimum distance of: 

  • 2 m from the trunk of a cylindrical street tree 
  • 5 m from the trunk of a buttress street tree or outside the canopy dripline 
  • 10 m from a minor intersection  
  • 20 m from a major intersection 
  • 600 mm from a stormwater drain or another organisation’s asset (e.g. hydrants, water meters) 
  • 20 m from the approach to a bus stop and 10 m from the departure side of the bus stop 
  • 500 mm from a street sign or an electrical pillar 
  • one metre from a light pole, power pole or parking meter. 

You can't apply for a self-assessment if your driveway:  

  • creates an additional driveway on any property frontage 
  • is closer than 2 m to the trunk of a cylindrical street tree, or closer than 5 m to the trunk of a buttress street tree or its canopy dripline 
  • involves the removal, relocation or modification of a Council asset (e.g. street trees, parking meters, traffic signs and lines) 
  • fails to comply with the driveway technical standards
  • is within: 
    • 10 m of a minor intersection 
    • 20 m of a major intersection  
  • results in a driveway crossover wider than: 
    • 3 m on a small lot (less than 450 m²) 
    • 4 m for a single garage, 5 m for a double garage or greater on a standard lot (450 m² or larger).

Note

Any property owner planning to build, repair or modify a residential driveway can apply for a self-assessment permit.

You must apply for a full assessment if you don’t meet the self-assessment requirements.

As part of a full assessment, Council assesses your proposed driveway and may conduct an onsite inspection.

Apply for a self-assessment permit

1 Assess your driveway

Check your driveway meets the self-assessment criteria.

2 Prepare your documents

If you’re repairing a driveway, take photos of any existing damage to kerbs, channels, footpaths or road surfaces.

3 Apply online

Complete the online form for a permit to construct a residential driveway. 

Upload your photos, if required, and pay the application fee of $19.50 with a Mastercard or Visa.

If your application is successful, you will receive an immediate permit to download.

If your application is unsuccessful, you will need to lodge an application for a full assessment.

Note

Residential driveway permits are valid for 12 months from the issue date. You must reapply for a permit if the driveway isn't built within this time.

Apply for a full assessment

1 Prepare your documents

You need to supply a detailed site plan with your application. It must include the: 

  • location of the proposed driveway relevant to the frontage or frontages of the property, including the street name 
  • location of any existing driveways, if you’re applying for an additional driveway or replacing an existing driveway 
  • north point 
  • proposed width of the driveway 
  • proposed location in relation to other assets, such as street trees, utility infrastructure and bus stops (check the minimum distances for self-assessment)
  • proposed finish, such as broomed finished concrete or exposed aggregate.

Note

You don’t need to supply a professionally drawn site plan, but it must be appropriately detailed for assessment.

You also need to supply photos showing the:

  • location of the proposed or existing driveway
  • area surrounding the location of the proposed or existing driveway.
2 Submit your application

Apply for a full assessment online using the Application/Notice to Work on Council Property form. 

You can pay the application fee of $252.85 with a Visa or Mastercard.

3 After you apply

We aim to assess your application and send you a response within 20 working days. 

If your application is successful, we’ll issue you a permit with conditions and requirements for the driveway.

Council may refuse a residential driveway permit if your proposed driveway cannot meet the standards.

  • If there are obstacles in the way of the proposed driveway, you may need other driveway approvals
