What is RiskSMART?

RiskSMART is an express development application assessment service. It’s suitable for low-risk, decision-ready applications that meet the eligibility criteria. 

RiskSMART is a quick and easy way to get approval to begin your project. You can expect a decision within 10 business days.

Is it 'decision-ready'?

An application is considered decision-ready, when it has all the required forms, supporting documents, permits and any other relevant information that is required.

Eligible applications

Your development may be suitable if:

  • you’re planning to build or modify a residential home
  • your project involves a commercial property
  • your project involves an industrial property
  • you’re proposing a minor subdivision
  • it's a low-risk development. 

  • New Dwelling house or extension to existing Dwelling house
  • Reconfiguration of a lot (up to 5 lots)
  • Low-impact industry, medium-impact industry and warehouse (excluding General Industry C)
  • Centre activities in a centre zone (800 square metres or 10% of existing gross floor area, whichever is the greater)
  • Prescribed tidal works
  • Educational establishment (no increase to student capacity)
  • Any other low-risk code assessable development application where technical matters have been managed via Council’s prelodgement services.

Other low-risk code assessable application

Do you have a low-risk code assessable application that doesn’t meet the RiskSMART development type criteria? 

Your development application could still be fast-tracked. Submit an enquiry form for written information about your RiskSMART suitability.

  • Impact assessable development applications
  • Result of show cause notice, compliance or enforcement action
  • Retrospective development application
  • Requires an information request
  • Triggers referral to State Assessment and Referral Agency under the Planning Regulation 2017 (unless early referral advice has been obtained)
  • Under current appeal in the Planning and Environment Court
  • Contains or involves a trunk infrastructure item or prejudices future road widening/upgrades anticipated by Council
  • Triggers assessment against the heritage overlay code, except where a heritage exemption certificate has been issued
  • Change request applications in accordance with s81 and s82 of the Planning Act 2016 (except a minor change where the original development application was decided by RiskSMART)
  • Commercial character buildings

Application criteria

Not all low-risk, code-assessable developments are suitable for fast-tracked assessment. It depends on the following:

  • Complexity: RiskSMART is designed to quickly assess simple, low-risk development proposals. 
  • Compliance: The proposed development must comply with zoning regulations, overlay codes, neighbourhood plans or other relevant planning requirements of Brisbane City Plan 2014.
  • Environmental impact: Projects with potential environmental implications often require more thorough assessment and consideration.
  • Community concerns: If the development proposal raises significant concerns or objections from the local community, it may need more extensive review.
  • Trunk infrastructure: If the proposed development requires building or upgrading trunk infrastructure, it may fall outside the scope of RiskSMART.

Compliance criteria

Your development must comply with the acceptable outcomes of the relevant:

Suitable subject to preassessment

Subject to Council preassessment, your application may be considered for RiskSMART if it:

  • triggers assessment against performance outcomes of overlay codes
  • involves an extension to a pre-1911 dwelling house
  • falls in a State Planning Policy 2017 bushfire-prone or state koala habitat areas
  • requires a technical report to show it complies with an overlay code.

Not suitable for RiskSMART

Applications won’t be considered through RiskSMART if it:

  • triggers assessment against performance outcomes PO2 (height) in the dwelling house code
  • triggers assessment against performance outcomes for PO3 (height) or PO6 (side setback for habitable space) in the dwelling house (small lot) code 
  • is a new dwelling house in the high-density residential or tourist accommodation zones
  • triggers assessment against the water resource catchments overlay code
  • involves full demolition of any pre-1946 dwelling houses in the traditional building character, pre-1911 or heritage overlay
  • involves full demolition or partial demolition to the pre-1911 fabric of a house in the pre-1911 overlay.

Compliance criteria

Your application will be considered through RiskSMART if it is:

  • a reconfiguration of a lot (up to 5 lots) that complies with the acceptable outcomes of the subdivision code (it must comply with Table 9.4.10.3B) 

  • a volumetric subdivision of existing or approved buildings that complies with the acceptable outcomes of the subdivision code

  • rearranging the boundaries of a lot and complies with the acceptable outcomes of the subdivision code

  • affected by a neighbourhood plan and complies with the acceptable outcomes of the relevant code

  • complying with the acceptable outcomes of any overlay codes and/or any prescribed secondary code 

  • providing a lawful point of discharge for stormwater to kerb and channel or stormwater infrastructure, or if the adjoining downstream property owners have given written consent to discharge stormwater through properties

  • located in an overland flow, creek/waterway or Brisbane River flood planning area and complies with the acceptable outcomes in the flood overlay code.

Suitable subject to preassessment

Subject to Council preassessment, your application may be suitable for RiskSMART if it:

  • triggers an assessment against performance outcomes of any overlay codes and/or any prescribed secondary code is triggered
  • involves filling and/or excavation of more than 1 meter in height
  • proposes crossover conflict with utilities or streetscape improvements
  • requires a technical report to show compliance with the relevant overlay code
  • proposes access onto a major road.

Not suitable for RiskSMART

 An application won’t be considered through RiskSMART if it:

  • triggers the provision of trunk infrastructure or prejudices future road widening/upgrades anticipated by Council

  • involves proposed lots that don’t comply with Table 9.4.10.3B of the subdivision code

Compliance criteria 

Your application will be considered through RiskSMART if it is:

  • low impact industry and/or warehouse located in a low impact industry zone or industry zone, general industry A zone precinct or the general industry B zone precinct and complies with the acceptable outcomes of the industry zone code
  • medium impact industry A in the low impact industry zone located more than 150 metres from a sensitive zone and complies with the acceptable outcomes of the industry zone code
  • medium impact industry and/or warehouse located in a general industry A zone precinct or general industry B zone precinct and complies with the acceptable outcomes of the industry zone code
  • in an area identified in a neighbourhood plan, complies with the acceptable outcomes of the relevant neighbourhood plan code
  • complying with the acceptable outcomes of any overlay code and/or any prescribed secondary code 
  • located in an overland flow, creek/waterway or Brisbane River flood planning area and complies with the acceptable outcomes in the flood overlay code
  • complying with the Transport, access, parking and servicing planning scheme policy 
  • providing a lawful point of discharge for stormwater to kerb and channel or stormwater infrastructure or adjoining downstream property owners have given written consent to discharge stormwater through their properties to kerb and channel or stormwater infrastructure.

Suitable subject to preassessment 

Subject to Council preassessment, your application may be considered through RiskSMART if it:

  • requires a stormwater quality management plan (refer to Section B of the stormwater code
  • assessment against performance outcomes of any overlay code and/or any prescribed secondary code is triggered
  • involves filling and/or excavation over 2.5 metres in height in the industry zone and/or retaining walls over 1 metre 
  • involves proposed or future crossover conflict with utilities or any other streetscape improvements
  • requires a technical report to show compliance against the relevant overlay code
  • proposes access onto a major road. 

Not suitable for RiskSMART  

An application won’t be considered through RiskSMART if:

  • the development is for high impact industry, extractive industry and/or special industry 
  • the application site shares a boundary with a site in a residential zone
  • it involves Environmentally Relevant Activities (ERA) uses 
  • it involves storing dangerous goods in quantities greater than specified in the Table 9.3.12.3.H in the industry code 
  • it triggers the provision of trunk infrastructure.

Compliance criteria

Your application will be considered through RiskSMART if:

  • it's an extension to existing premises in the centre activities activity group (except childcare centre, function facility and short-term accommodation) located in the  centre zones category and complies with the acceptable outcomes of the centre or mixed use code
  • it involves alterations to the facades of buildings fronting the Queen Street Mall and complies with the acceptable outcomes of the city centre neighbourhood plan 
  • it's affected by a neighbourhood plan and complies with the acceptable outcomes of the relevant neighbourhood plan code 
  • it complies with the acceptable outcomes of any overlay code and/or any prescribed secondary code 
  • located in an overland flow, creek/waterway or Brisbane River flood planning area and complies with the acceptable outcomes in the flood overlay code
  • it complies with the relevant provisions of the Transport, access, parking and servicing planning scheme policy
  • the proposed gross floor area doesn’t exceed 800 square metres or 10% of existing gross floor area (whichever is greater).

Suitable subject to preassessment

Subject to Council preassessment, your application may be considered through RiskSMART if it:

  • triggers assessment against performance outcomes of any overlay code and/or any prescribed secondary code
  • involves proposed or future crossover conflict with utilities or any other streetscape improvements
  • requires a technical report to show compliance against the relevant overlay code.

Not suitable for RiskSMART

An application will not be considered for RiskSMART if it triggers the provision of trunk infrastructure.

Note suitable for RiskSMART

An application won’t be considered for RiskSMART for: 

  • structures associated with aquaculture and the marine industry
  • structures for the purposes of operating industrial uses (piping for the transportation of industrial waste, fuels or gases)
  • marina
  • helicopter landing pad.

Not suitable for RiskSMART

An application won’t be considered through RiskSMART if it:

  • increases the full-time equivalent student capacity of the educational establishment 
  • results in any new or changed vehicular access points to the site
  • triggers the provision of trunk infrastructure.

Lodge a RiskSMART application

1 Before you apply

Check your development application is eligible by using the RiskSMART suitability enquiry service. 

You’ll need to: 

  • submit detailed plans and information about what you want to achieve 
  • pay the fee of $548. 

We’ll respond with written advice within 5 days of fee payment. Learn more about fees in our Development Assessment and Compliance Fees brochure.

If your proposal involves assessment of a technical report, you’ll need to make a separate request for a preassessment of a technical report using the same form.

Frequently asked questions

You can expect a 10 business day turnaround for a decision, from the date the application is properly made.

If your development application doesn’t qualify for RiskSMART, you‘ll be advised and it will be assessed within the standard assessment timeframes pursuant to the Planning Act 2016
