Brighton Foreshore concept plan project

Brisbane City Council is giving residents more to see and do in a clean and green Brisbane by preparing a concept plan for the Brighton Foreshore Parklands.

This project is part of Council’s commitment to enhancing and maintaining more than 2180 parks across the city, which helps residents get outdoors and enjoying our city’s unique, sub-tropical lifestyle.

Council has prepared the Brighton Foreshore final concept plan which proposes improvements to the foreshore area that are resilient, protect the heritage values of the foreshore and meet the diverse needs of the community. The final concept plan aims to offer residents more opportunities for recreation, relaxing and meeting with family and friends in one of the many places that makes our city great.

About the project

While developing the Brighton Foreshore final concept plan, Council invited the community to provide ideas and feedback. Council has used these ideas and feedback to help inform the final concept plan. 

Council acknowledges previous community feedback received about the foreshore parklands (from 2004-2010) which helped inform the delivery of the following works since 2011:

  • Groyne/sand work at 19th Avenue Beach
  • Decker Park upgrades including basketball court, dog off-leash area works, picnic facilities and playground equipment
  • sand remediation works at Brighton Park
  • new concrete footpath between 9th Avenue and 15th Avenue and Decker Park
  • new pathway lighting.

Council intends for the final concept plan to focus on the linear esplanade section along Flinders Parade which hasn’t experienced recent works.

The proposed improvements to the parkland area includes land between the high tide water mark, generally designated by the seawall, and the Flinders Parade roadway. 

Council is committed to protecting and improving our city’s natural areas while also promoting active, healthy lifestyles for residents.

Community engagement

Council would like to thank all local residents and community for providing input, ideas and feedback during the previous community engagement phase. Council invited feedback from the community on the Brighton Foreshore Parklands draft concept plan between 22 Nov – 17 Dec 2023. Overall, more than 130 people attended the information kiosks and over 137 surveys were submitted, providing feedback to help inform the preparation of the final concept plan. 

There was strong overall support for the improvements shown in the draft concept plan including the 2 recreational areas, the widening of the promenade pathway, coastal inundation protection measures and environmental enhancement features. Minor modifications to the 2 recreation areas have been made to enhance the recreational potential of these locations for the enjoyment of residents and visitors to the foreshore. 

Implementation of the plan

Thanks to a $5M Australian Government funding commitment, Council will commence implementation on elements of  the final concept plan. Specific works will include construction of the 12th Avenue and 19th Avenue recreation area upgrades and a furniture upgrade between 9th and 18th Avenue. Other features of the final concept plan were not able to be prioritised at this time as they require further investigations and sourcing of additional funding to complete.
