Pay for parking with eCom
eCom is a convenient way to automatically pay for parking at Brisbane City Council car parks. This service facilitates a ticketless, 'windows up' experience for users and can be used when parking at King George Square and Wickham Terrace car parks.
Register
- To pay for parking sessions using eCom, you must register for a free eCom account by visiting the Brisbane City Council eCom Portal.
- Select the Pay per Use subscription and add your licence plate and payment details (please note you can register up to 4 licence plates per eCom subscription).
- Once registered you can update your contact details, licence plates or payment method by logging in to your eCom account via the Brisbane City Council eCom Portal.
How it works
- Upon entering the car park, your licence plate will be read and the gate will automatically open.
- Once the parking session has been completed, drive straight to the exit gate where your licence plate will be read, and your registered payment method will be automatically charged.
- The gate will then automatically be opened for you to exit the car park.

Parking fees and charges
Parking rates for eCom users are the standard rates for King George Square and Wickham Terrace car parks.
There are no additional fees associated with registering for eCom or using eCom to pay for your parking.
eCom Terms and Conditions
- Your contract with Council
- Brisbane City Council ABN 72 002 765 795 (Council) offer parking services for members of the public (You) at Council owned off-street car parks located at 87 Roma Street, Brisbane (King George Square Car Park) and 136 Wickham Terrace, Brisbane (Wickham Terrace Car Park) (together the Council Car Parks).
- These terms and conditions apply as the entire agreement between You and Council and will govern all Council’s and Your rights and obligations in connection with entry onto and use of a Council Car Park (the Agreement).
- You are able to create an online account at https://car.au.skidata.com/ecom/portal/home/BrisbaneCityCouncil/login (the Website) for automatic payment of car parking at the Council Car Parks (the Account) in accordance with the terms of this Agreement.
- You are bound to, and accept the terms of this Agreement, immediately on creation of the Account. This Agreement applies to any entry of any Registered Vehicle onto a Council Car Park (to the exclusion of any other terms or conditions, such as those that might apply for casual parking by taking a paper ticket).
- This Agreement will continue until the earlier of:
- the date You notify Council through the Website that You wish to end the Agreement;
- a date specified by Council in an email to You from Council, stating Council terminates this Agreement on that date (and Council may exercise this right to terminate in its sole, absolute and unfettered discretion, at any time, without any obligation to provide reasons and irrespective of any other fact, matter or circumstances, including any claims or disputes arising between You and Council); or
- if You breach this Agreement, by Council sending You an email stating it terminates this Agreement.
- Termination of this Agreement does not affect any rights or entitlements which have accrued to either party prior to termination. Clauses capable of surviving the termination or expiry of this Agreement are intended survive, including clauses 7, 8, 9 and this clause 1.6.
- If You are a company or other body corporate, this Agreement applies to You if an authorised representative of You provides Your company details in creating the Account.
- You must ensure You and any other person You authorise, permit or allow to access the Council Car Parks (Entrant), whether such person is a driver, a passenger or otherwise (and where You are a company or other body corporate, includes any of Your officers, employees, agents or contractors), at all times complies with this Agreement.
- You are vicariously liable to Council for any act or omission of an Entrant, as if that act or omission was an act or omission of You.
- You as the person entering the Agreement must ensure that all Entrants comply with any directions given by Council or on behalf of Council at or in the vicinity of a Council Car Park (including, without limitation, in accessing or exiting the Council Car Park).
- You remain liable in all cases to Council for Your obligations under this Agreement, including for any breach of this Agreement, even if Council may also have rights against another Entrant or a third party.
- Applicable Laws
- You must comply with all:
- Acts, Ordinances, regulations, by-laws, local laws, orders, awards and proclamations of the Commonwealth or the State or Territory or local government (including Council);
- authorities, certificates, consents, licences, permits, notifications, exemptions, registrations, accreditations, permissions and approvals required by any legislative requirement or lawfully required by any authority (including Council);
- any notice, direction, order or other requirement issued or imposed by any authority (including Council); and
- fees and charges payable in connection with the foregoing, (Laws) in connection with this Agreement, including in accessing the Council Car Parks. You must ensure all Entrants comply with all Laws.
- Without limiting the above:
- any Law which is applicable on the public road at the entry or exit of any Council Car Park will also be deemed to apply as a condition of compliance with this Agreement, except to the extent of any inconsistency with this Agreement; and
- all Entrants must adhere to and follow the directions, markings and signs at the Council Car Park (including, without limitation, speed limits, stop, giveaway, direction of travel or otherwise).
- You must comply with all:
- Council Car Park Options
- Full descriptions of the parking options that Council provides, and the applicable fees for each parking option, are provided on the entry boards and other static boards at the Council Car Parks and online on Council’s website at - https://www.brisbane.qld.gov.au/traffic-and-transport/parking-in-brisbane/car-parks (the Parking Information).
- You acknowledge and agree that Council may change the Parking Information from time to time, it is Your responsibility to check any changes to the Parking Information and the Parking Information which prevailed at the time the Registered Vehicle enters a Council Car Park will apply on that occasion, in accordance with this Agreement.
- Parking
- After creation of the Account, the Registered Vehicle will be able to access the Council Car Parks without requiring a paper ticket on entry.
- You are able to park the Registered Vehicle in any available car parking space at the relevant Council Car Park. Council does not guarantee car parking spaces will be available at any time for any Registered Vehicle.
- On entry to the Council Car Park, the You will not incur any fees if the Registered Vehicle leaves the Council Car Park within 15 minutes (Grace Period). The Grace Period provides an opportunity for the Entrant to ascertain if there is an available car parking space for the Registered Vehicle. If the Entrant is unable to locate a car park, it is Your responsibility to ensure the Registered Vehicle leaves the relevant Council Car Park within the Grace Period if You wish to avoid being charged the fees. You acknowledge and agree that You will be liable to Council for the applicable fees if the Registered Vehicle is in the Council Car Park after the Grace Period has expired.
- After the Grace Period, You will be charged the appropriate fees for the time the Registered Vehicle is at the Council Car Park in accordance with clause 6 of this Agreement.
- The Account
- When You create the Account You must add, without limitation, the:
- details of the relevant credit card or debit card (Registered Payment Method); and
- relevant registration details of up to a maximum of 4 vehicles You wish to pay parking for under the Account (Registered Vehicle).
- If a Registered Vehicle is lost, stolen or sold, it is Your responsibility to remove the relevant Registered Vehicle from the Account. You will be liable for any fees incurred by a Registered Vehicle while the Registered Vehicle remains registered to the Account.
- You acknowledge and understand You are solely liable for ensuring all details, including the Registered Payment Method and Registered Vehicle details, of the Account remain true, correct and up to date and Council is not responsible for accessing or making amendments to the Account on Your behalf.
- Upon entering and exiting a Council Car Park, You acknowledge that the licence plate reading equipment at the entry gate will create an electronic date and time marked ticket, noting the time the Registered Vehicle entered and exited the relevant Council Car Park.
- When You create the Account You must add, without limitation, the:
- Fees and Payment
- Council offers parking at the Council Car Parks subject to payment of the relevant fees, as set out in the Parking Information.
- Each time a Registered Vehicle exits a Council Car Park, You agree Council will debit any applicable fees using the relevant Registered Payment Method in accordance with this Agreement.
- When You provide Council Your Registered Payment Method, You are expressly authorising Council to charge that Registered Payment Method with the amount of the applicable fees and any other liability to Council incurred by You in connection with this Agreement, and You may not withdraw your authorisation until all such fees have been paid in connection with this Agreement.
- If Council automatically debits the Registered Payment Method in accordance with clause 6.2, and that automatic debit declines for any reason, including incorrect details registered on the Account or insufficient funds, you acknowledge and agree that:
- the Registered Payment Method will automatically be recharged within 24 hours of the declined payment;
- if the automatic recharge specified in condition 6.4(a) fails, You will receive notification payment has failed to the email account registered to the Account, and You are liable to pay the applicable fee immediately on demand of Council; and
- You will be unable to access a Council Car Park using the Account until such time as all outstanding fees are paid in accordance with clause 6.4(a) or 6.4(b).
- You acknowledge and agree that, subject to the Grace Period, the Registered Payment Method will be charged when a Registered Vehicle on the Account exits a Council Car Park, regardless of the identity of the Entrant (or driver) of the Registered Vehicle and regardless of whether or not the Registered Vehicle was actually parked or otherwise.
- Any costs incurred by Council in connection with a breach of this Agreement by You, including legal costs, debt collection agency costs, commissions and GST, must be paid by You within 7 days of any notice from Council requesting such payment.
- The amounts Council charges You and that You must pay Council will be inclusive of amounts in respect of Goods and Services Tax (as defined by the A New Tax System (Goods and Services Tax) Act 1999 (Cth)).
- Privacy
- In connection with this Agreement, including in creating an Account, You may be required to provide personal information to Council or its agents, employees and contractors and You may provide such personal information and any other personal information in connection with this Agreement. Further You acknowledge and agree that Your personal information may be ascertainable by Council on entry into the Council Car Parks, including due to the use of gating systems, security cameras and other monitoring devices and procedures operating at the Council Car Park.
- All personal information obtained from You in connection with this Agreement will be collected, stored and used by Council for the purposes which may arise in connection with this Agreement or otherwise under Law.
- All information collected by Council under this Agreement will be dealt with in accordance with Council’s Privacy Policy (available at https://www.brisbane.qld.gov.au/about-council/privacy-and-legal) and the Information Privacy Act 2009 (Qld) to the extent it is applicable.
- You acknowledge and agree that all personal information, including any credit card or debit account details, entered when creating the Account, will be collected, stored and used by Skidata Australasia Pty Ltd (ABN 14 164 259 750) (SkiData) as the provider of the web system facilitating the Account, in connection with this Agreement. All information collected by SkiData will be dealt with in accordance with their privacy policy (available at https://www.skidata.com/en-au/data-privacy) and the Information Privacy Act 2009 (Qld), as a contractor of Council, to the extent it is applicable.
- Risks and Liability
- Without limiting any obligations which Council may owe You under Law, Council provides parking at Council Car Parks on an ‘as is where is basis’ and You acknowledge and accept that You and the Entrants enter and use a Council Car Park entirely at your own risk.
- To the maximum extent permitted by Law, Council does not warrant, guarantee or make any representation:
- that the Council Car Parks, including the technological and physical facilities that Council may use at the Council Car Parks, will be available at all times, will be fit for any purpose, will be safe or will have any particular function or functionality;
- quality or suitability of any services offered at or in connection with the Council Car Parks;
- that Your use of a Council Car Park will be uninterrupted or error free; or
- that in entering a Council Car Park, You will not incur any illness, injury, death, loss or damage, including any illness, injury, death, loss or damage to You and other Entrant or any property (including any vehicle or property left with or near a vehicle).
- Without limiting any other provision of this Agreement, You acknowledge and agree that third parties will be able to enter Council Car Parks and that to the extent such third parties are the cause of any illness, injury, death, loss or damage that You suffer, Your rights in connection with the same may are to pursue those third parties and Council assumes no responsibility and owes You no duty of care in connection with acts or omissions of any third parties.
- You are liable for, and indemnify Council from and against, any illness, injury, death, loss or damage or other claim which is suffered or incurred by Council in connection with:
- Your entry upon or use of any Council Car Park;
- an Entrants entry upon or use of any Council Car Park; and
- Your breach of this Agreement.
- To the extent all or any part of clause 8.3 and 8.4 is found to be contrary to the Australian Consumer Law, but the Australian Consumer Law otherwise permits Council to limit its liability to the value of the service provided or resupply of the service, then the liability of Council is instead limited at Council’s election to the value of the fees paid by the Customer.
- If Council is in breach of this Agreement, or otherwise has a liability to You (including under the Australian Consumer Law), then Council may discharge that liability by way of a refund to the Registered Payment Method nominated in the Account.
- If for any reason the Council Car Parks are closed, down or not functioning as required (including due to flood, fire, storm, infection by computer virus, bugs, tampering, unauthorised intervention, fraud, technical failures, as a result of an emergency response or any other causes beyond the control of the Council), which affects the use of a Council Car Park, (a Force Majeure Event) then other than as expressly provided for in clause 8.8, Council will have no liability to You and Council’s obligations under this Agreement will be suspended for the period of the Force Majeure Event.
- Where You are substantially deprived of the benefit of this Agreement due to a Force Majeure Event, then Council may in its discretion elect not to charge all or part of any fee which would otherwise be required to be paid by You under this Agreement.
- General Terms
- The law of Queensland applies to this Agreement, and any disputes must be referred to the exclusive jurisdiction of the Courts of Queensland.
- Without limiting any rights of You to enter and use the Council Car Parks in accordance with this Agreement, this Agreement does not create any tenancy or confer any interest upon You by way of lease, licence, or otherwise in any part of a Council Car Park. You acknowledge that nothing in this Agreement grants you exclusive possession of any part of the relevant Council Car Park.
- Council may change these terms at any time. Council will provide any proposed new terms to You via email to the email address used to create the Account and such amended terms will take effect two months after the date of the email. If You do not agree to any amended terms, You are able to terminate the Agreement by written notice to Council via return email and such termination will take effect in accordance with clause 1.5.
- You may not assign all or any part of this Agreement, or any obligations under this Agreement without the express written permission of Council.
- If any provision in this Agreement is held or rendered by any Court to be invalid, unenforceable or illegal, then the relevant provision will be severed and the balance of this Agreement will remain in full force and effect.
- A single or partial exercise of a right under this Agreement does not prevent any other exercise of that right. Further, a waiver of a right under this Agreement does not prevent the exercise of any other right.
- Any waiver given by a party will only be effective and binding if it is given or confirmed in writing.
- Failure or omission by a party at any time to enforce or require strict or timely compliance with any provision of this Agreement will not affect or impair that provision, or the right of that party to avail itself of the remedies it may have in respect of any breach of a provision, in any way.
