Brisbane City Council is committed to keeping Brisbane moving by making it easier for people to get around our city sooner and safer.

As part of this commitment, Council is delivering the Brisbane Clearway Action Plan - Keeping Brisbane Moving to review clearway operating times on some of Brisbane’s major road corridors. The plan aims to improve safety and ease congestion for some of Brisbane’s busiest roads.

Musgrave Road-Waterworks Road clearway review

The first clearway review will occur on Musgrave Road–Waterworks Road from Red Hill to The Gap, with Council seeking feedback on what change could do to improve traffic flow and help ease congestion.

The clearway locations and operating times on this road were established more than 15 years ago. As Brisbane’s population has grown significantly over this time, it is important we review the current clearway operating times to support the needs of our growing community.

By reviewing the operating times we can open an additional lane for traffic to use when the clearway is active, helping to get everyone home sooner and safer.

To ensure traffic can flow smoothly and to help minimise disruptions, parking is not permitted on clearways during operating times. You may park in the clearway outside of the operating times.  

The existing clearway times along Musgrave Road-Waterworks Road from Red Hill to The Gap are indicated in the table below. Council is reviewing these times in line with community feedback and will update the community accordingly.

Project timing and community consultation

A period of community consultation will commence in February and be open for 6 weeks. Following the consultation period, Council will review community feedback and look to implement changes proposed as a part of this review by June.

Project benefits

  • Improved traffic flow: By removing on-street parking during times of high traffic volume, the clearway will help maintain a consistent flow of traffic. This will reduce congestion and improve travel times.
  • Increased road capacity: By removing on-street parking from the kerb lane, the clearway will effectively increase road capacity, allowing more vehicles to move through the corridor.
  • Enhanced road safety: The clearway will help reduce weaving and improve visibility during high traffic demand periods, providing a clear and unobstructed path for road users and improving overall road safety.
  • Efficient public transport: It will help the movement of public transport vehicles such as buses. By keeping the road clear, public transport services can operate more efficiently, reducing delays and improving reliability.
  • Improved pedestrian and cyclist safety: Less on-street parking means improved visibility for active road users. This will help reduce the risk of collisions and provide a safer environment for pedestrians and cyclists.
