Brisbane City Council is committed to keeping Brisbane moving by making it easier for people to get around our city sooner and safer.
As part of this commitment, Council is delivering the Brisbane Clearway Action Plan to review clearway operating times on some of Brisbane’s major road corridors.

Musgrave Road-Waterworks Road clearway review
Council will undertake the first clearway review on Musgrave Road – Waterworks Road from Red Hill to The Gap, and seek community feedback about how the proposed changes to improve traffic flow and ease congestion.
The clearway locations and operating times on this road were established more than 15 years ago. As Brisbane’s population has grown significantly over this time, it is important we review the current clearway operating times to support the needs of our growing community.
That’s why we’re reviewing clearway operating times along Musgrave Road – Waterworks Road.
Extending the clearway operating times would open an additional traffic lane for use when the clearway is active helping to get everyone home sooner and safer.
To ensure traffic flows smoothly and help minimise disruptions, parking is not permitted on clearways during operating times. You may park in the clearway outside of the operating times.

Project timing and community consultation
Council will invite the local community to have their say and provide feedback on the potential introduction of clearway operations on weekends. Consultation will commence Friday 14 February and will close at 11.59pm on Sunday 6 April.
Following the consultation period, Council will review responses and look to implement the updated clearway operating hours by June 2025.
Project benefits
- Improved traffic flow: by removing on-street parking during times of high traffic volume, the extended clearway will help maintain a consistent flow of traffic. This will ease congestion and improve travel times.
- Increased road capacity: by removing on-street parking from the kerb lane, the clearway will effectively increase road capacity, allowing more vehicles to move through the corridor.
- Enhanced road safety: the clearway will help reduce weaving and improve visibility during high traffic demand periods, providing a clear and unobstructed path for road users and improving overall road safety.
- Efficient public transport: by keeping the road clear, public transport services, such as buses, can move more efficiently, reducing delays and improving reliability.
- Improved pedestrian and cyclist safety: reducing on-street parking means improved visibility for active road users. This will help reduce the risk of collisions and provide a safer environment for pedestrians and cyclists.
