We are upgrading the Kelvin Grove Road and Lower Clifton Terrace intersection in Red Hill, to reduce congestion on Kelvin Grove Road and enhance safety and connectivity for people walking and riding.

Latest update
Construction started in July 2024 and works are on track to be complete in early 2025, weather and site conditions permitting. To reduce impact to the high traffic volumes on Kelvin Grove Road and ensure the safety of workers and the community, construction will take place at night between 7pm and 5am, Sunday to Thursday.
Every effort will be made to complete particularly noisy works prior to 11pm, where possible.
At times, some construction works may be required to take place during the day. Day works are scheduled between 7am and 5pm, Monday to Friday.
Council will provide advance notification of any particularly impactful works as they are required throughout the construction period.
About the project
The project features included as part of this project are:
- upgrading the traffic signal phasing to extend the green time for traffic on Kelvin Grove Road
- changing the unsignalised access point at Lower Clifton Terrace and Kelvin Grove Road to left out only
- removing the signalised left turn from Lower Clifton Terrace into Kelvin Grove Road, changing access to right turn only
- upgrading the footpaths and kerb ramps at this intersection
- installing new pavement, line marking, landscaping and turf.
Project benefits
The upgrade at this intersection will introduce the below benefits.
- Reduce travel time and help to ease congestion by adjusting the traffic signal phasing to extend the green time for traffic on Kelvin Grove Road.
- Improve intersection operation efficiency and enhance pedestrian safety by removing the signalised left-turn movement from Lower Clifton Terrace into Kelvin Grove Road and adjusting the traffic signal phasing.
- Enhance safety and connectivity for people walking and riding by upgrading the footpaths and kerb ramps.
What to expect during construction
During the works, residents and road users may at times experience:
- increased noise, truck movements, low level vibration and dust
- light from mobile light towers and flashing vehicle lights
- changes in traffic conditions, including minor traffic delays, reduced speed limits, and temporary lane closures.
Council will make every effort to minimise impacts to the local community. Traffic management and signage will be onsite to direct people walking, riding and driving through the area. Council will continue to monitor traffic and construction conditions throughout the project and make adjustments where required.

Site laydown
A site laydown area has been established on-road, on the low-side of Lower Clifton Terrace, alongside the greenspace, to temporarily store a site office, worker amenities, equipment and machinery. This area requires the temporary removal of some on-street parking while construction is underway.
Permanent access changes
Once the project is complete, permanent access changes will be implemented.
Access to Kelvin Grove Road from Lower Clifton Terrace
- Road users travelling on Lower Clifton Terrace will be required to turn right into the lower section of Lower Clifton Terrace and use the unsignalised access point to turn left onto Kelvin Grove Road.
- Please refer to the ‘new travel route map – access to Lower Clifton Terrace’.
Access to Lower Clifton Terrace from Kelvin Grove Road
- Two alternate routes for road users using the Hale Street off-ramps. For road users travelling northbound on Kelvin Grove Road the new route shows road users continuing north and turning left into Victoria Street, taking the first left into Scott Street before turning left onto Musgrave Road, to then turn left to access Lower Clifton Terrace.
