Amendment summary

These amendments propose changes to the Local government infrastructure plan (LGIP) and Long term infrastructure plans (LTIP) in Brisbane City Plan 2014 (City Plan). 

The current LGIP represents the delivery of new infrastructure over a 10-year horizon to 30 June 2026. It identifies locations for trunk infrastructure, such as parks and roads, and timeframes for delivery.

The LTIP identify long-term infrastructure requirements for Brisbane beyond the timeframe covered by the LGIP.

Council proposes changes to both plans to ensure they:

  • comply with statutory requirements
  • are accurate, relevant and current
  • align with our citywide investment priorities.

The amendments comply with the following processes as outlined in the Minister’s Guidelines and Rules:

  • the proposed LGIP amendment follows the 'LGIP amendment' process
  • the proposed LTIP amendment follows a 'tailored amendment' process.

Early-mid 2022 Council prepared and drafted the amendment packages.
November 2022 On 29 November 2022, we proposed to amend City Plan.
August-September 2023 Community consultation was open from 3 August to 14 September 2023.
Late 2023 and early 2024 Council reviewed all submissions and considered feedback to update plans.
Late 2024 Queensland Government will consider the proposed amendments and may require further changes.
2025 After Queensland Government consideration, Council will make its final decision about adopting the proposed citywide amendments into the planning scheme.

Public consultation

Community consultation on the proposed amendments was open from 3 August to 14 September 2023.

Council carefully reviewed the 705 submissions received and made changes to balance plans for essential infrastructure with community feedback.

Consultation reports summarise how feedback was considered.

Council will respond to people who made a formal submission and provide them with a reference number. The submitter reference number can be used to search consultation reports for information on how Council responded to matters raised. Feedback is organised by infrastructure network and reference numbers may appear in more than one row or group.

Based on submissions Council made changes such as adding, removing or relocating projects, reinstating removed infrastructure, and timing adjustments to support development.

The Queensland Government will now consider the proposed citywide amendments including changes made following community feedback. After this consideration, Council will make its final decision about adopting the proposed citywide amendments into the planning scheme.

Other proposed changes to the Infrastructure design planning scheme policy (IDPSP) and the Transport, access, parking and servicing planning scheme policy (TAPSPSP) were also open to the community for consultation that closed on 14 September 2023.

These include consequential changes from LGIP amendment 1B that the Queensland Government is not required to approve. However, Council will also consider them in its decision to adopt the finalised LGIP and LTIP amendments
