Amendment summary

The Inner-City Affordability Initiative aims to improve housing affordability and supply in fast-growing areas in the inner city and deliver on Brisbane’s Housing Supply Action Plan.

Council is aware that the provision of car parking spaces in new developments adds to the cost of new housing, and that car parking requirements differ across the city.

To make new homes more affordable, Council amended Brisbane City Plan 2014 (City Plan) to reduce car parking requirements in some inner-city areas. 

The amendment expands the area where existing City Plan standards allow lower numbers of on-site car parking spaces in new developments. The amendment applies to inner-city areas which have easy access to high-frequency public transport and active travel infrastructure.

Public consultation

Public consultation on the proposed amendment closed on 5 November 2024. Council reviewed the proposed amendment based on submissions received and has made changes.

Council adopted the amendment on 4 March 2025, and the amendment became effective on 14 March 2025.

Amendment changes

Tailored amendment package - Car parking

The amendment changes Figure a in the Transport, access, parking and servicing (TAPS) code to extend the City core and City frame areas that apply special car parking rates for new developments.  

The applicable parking rates allow fewer parking spaces for multiple dwelling and other developments compared with areas located outside of the City core and City frame.

The amendment extends the designated City core and City frame area but does not change the special parking rates that apply. Car parking requirements differ across the city depending on location and uses. Visit City Plan to view all existing parking standards.

Key changes

The City core applies maximum car parking rates for new developments. Parts of the following suburbs are now included in the City core:

  • Bowen Hills

  • Fortitude Valley

  • Highgate Hill

  • Kangaroo Point

  • Milton

  • Newstead

  • Spring Hill 

  • South Brisbane

  • Teneriffe

  • West End

  • Woolloongabba.

The City frame applies reduced minimum car parking rates for new developments. Parts of the following suburbs are now included in the City frame:

  • Albion

  • Auchenflower

  • Bowen Hills

  • Dutton Park

  • East Brisbane

  • Hamilton

  • Herston 

  • Highgate Hill

  • Kangaroo Point

  • Milton

  • New Farm

  • Teneriffe

  • Toowong

  • West End

  • Woolloongabba.
