Commercial vehicle parking and permits
You may need a commercial vehicle parking permit to use a commercial loading zone.
Guidelines
You can use a commercial loading zone for up to 20 minutes without a permit, if you’re:
- a taxi or limousine driver picking up or dropping off passengers
- driving a commercial vehicle that is loading or unloading goods
- driving a dual cab utility.
A commercial vehicle parking permit is needed for:
- passenger only vehicles
- taxi and limousine drivers waiting for passengers
- other vehicles not listed above.
The permit must be clearly displayed on the windscreen.
How to apply
To apply for a commercial vehicle permit you can complete the commercial vehicle permit application online form and make payment with a Visa or Mastercard.
Alternatively you can complete the hard copy form.
Replacement permits
A replacement permit can be issued when the permit has been lost or stolen and will be put back onto the same vehicle. A replacement permit fee applies.
To apply for a replacement permit you can complete the commercial vehicle permit application online form and make payment with a Visa or Mastercard.
You need to tick the replacement permit checkbox and note the existing permit number in the relevant section on the form.
Alternatively you can complete the hard copy form.
Contact Council for an interim number while you wait for the replacement permit. Once you receive this number, write it on an A4 piece of paper and place it on the car’s dashboard.
Permit transfers
Permits can be transferred to a different vehicle under the permit holder's details.
You must:
- return the original permit
- complete the commercial vehicle permit application form (PDF - 63kb) and tick the transfer box.
A transfer permit fee applies and to lodge the transfer you can:
- visit Council and make the payment in person
- mail the application and original permit with a cheque or money order with the applicable fee to:

Permit surrenders
To surrender a commercial vehicle permit, complete the licence or permit surrender application online form.
Fees
All fees are GST exempt and valid from 1 July 2024.
