Proposed citywide amendments - Local government infrastructure plan (LGIP) amendment 1B and Long term infrastructure plans (LTIP) amendment 1B

To ensure our friendly and liveable city continues to thrive, Brisbane City Council regularly amends the local planning scheme, Brisbane City Plan 2014 (City Plan), to ensure it remains effective and up to date.

As part of this process, the Queensland Government requires Council to plan and periodically review where infrastructure, such as roads, parks and drainage, may be required in the future to meet growing community needs.

In City Plan, current infrastructure plans include:

  • Local government infrastructure plan (LGIP) that proposes trunk infrastructure required from 2016-2026
  • Long term infrastructure plans (LTIP) that propose requirements for beyond 2026.

Community consultation

In August 2023, Council invited submissions on proposed amendments to infrastructure plans and associated planning scheme policies.

Council carefully reviewed the 705 submissions received and made changes to balance plans for essential infrastructure with community feedback.

Consultation reports summarise how feedback was considered:

Submitter reference numbers

Council will respond to people who made a formal submission and provide them with a reference number. The submitter reference number can be used to search consultation reports for information on how Council responded to matters raised. Feedback is organised by infrastructure network and reference numbers may appear in more than one row or group.

Based on submissions Council made changes such as adding, removing or relocating projects, reinstating removed infrastructure, and timing adjustments to support development.

The Queensland Government will now consider the proposed citywide amendments including changes made following community feedback. After this consideration, Council will make its final decision about adopting the proposed citywide amendments into the planning scheme.

Other proposed changes to the Infrastructure design planning scheme policy (IDPSP) and the Transport, access, parking and servicing planning scheme policy (TAPSPSP) were also open to the community for consultation that closed on 14 September 2023.

These include consequential changes from LGIP amendment 1B that the Queensland Government is not required to approve. However, Council will also consider them in its decision to adopt the finalised LGIP and LTIP amendments.

Timeline

Late 2024Queensland Government will consider the proposed amendments and may require further changes.
2025After Queensland Government consideration, Council will make its final decision about adopting the proposed citywide amendments into the planning scheme.

Final maps will be available after the amendments are adopted. Until the amendment process is finalised, the current plans remain in place.

Infrastructure plans

Infrastructure plans have always been part of City Plan and help to estimate future community infrastructure needs, set budgets, levy infrastructure charges, and assess development applications.

Project delivery typically involves additional careful planning, design, and property owner engagement to minimise unnecessary impacts.

If land is required, Council seeks to avoid compulsory acquisition where possible by purchasing properties as these become available on the market. In all cases, acquiring land will only occur after a comprehensive process that involves detailed design and consultation with affected property owners.
