Inner City Strategy
Brisbane’s Inner City Strategy sets the vision that guides precinct planning and infrastructure delivery in the lead up to the Brisbane 2032 Olympic and Paralympic Games and beyond.
The strategy ensures sustainable growth for our inner city. It enables us to plan and develop connected and thriving precincts, destinations and experiences.
The strategy is grounded in 4 pillars:
- celebrating Brisbane’s subtropical lifestyle
- curating cultural experiences
- connecting places and transport
- creating inner-city neighbourhoods.

Next steps: precinct planning
Our main method for delivering the strategy’s vision is a progressive program of precinct planning.
We’ll work together with local communities and key stakeholders to maintain the character of inner-city neighbourhoods and unlock opportunities for growth.
Kurilpa Sustainable Growth Precinct area
The Kurilpa Sustainable Growth Precinct area is the first precinct planning activity we’re delivering through the Inner City Strategy.
Council proposed plans to allow taller residential buildings in the precinct, provided they meet higher requirements of design, sustainability and deliver benefits to the wider community.
Temporary Local Planning Instrument No.2 of 2023 Kurilpa Sustainable Growth Precinct (TLPI 02/2023) came into effect in October 2023. Its purpose is to:
- facilitate housing supply, affordability and diversity
- ensure new development applications lodged for taller residential buildings meet design excellence, flood resilience and community benefit outcomes.
The TLPI will be in effect for two years. Council will then prepare a precinct plan and progress amendments to City Plan.

- Albion Precinct Plan
- Newstead Precinct Plan.
Urban renewal
Urban renewal projects are initiatives aimed at revitalising areas within approximately 5 kilometres of the CBD.
These projects typically focus on improving the physical, social and economic aspects of a highly urbanised area to facilitate investment.
Our precinct plans and renewal strategies guide the revitalisation of specific areas.

Brisbane City Centre Master Plan
The Brisbane City Centre Master Plan 2014 provides a strategy to guide future investment in development, transport and public spaces.
It sets our vision for the city to be open to every enterprise, big and small, and encourage new ideas to grow and prosper.
The plan has 5 key strategies to achieve our vision and sets a framework for guiding development and investment in the city centre and inner-city suburbs.

City Centre Master Plan refresh
We’re creating a new City Centre Master Plan and will release this in mid 2025.
The new master plan will provide a blueprint to guide future growth and development in the heart of Brisbane.
It will also highlight opportunities for investment and renewal ahead of the Brisbane 2032 Olympic and Paralympic games, and beyond.
To bridge the gap between the Brisbane City Centre Master Plan 2014 and the new master plan, we released Brisbane City Centre Master Plan - Stage 1.
This identified short-term actions to support revitalisation efforts in the city centre as we work together to set the delivery road map for the Brisbane 2032 Olympic and Paralympic Games.
Council works with government and industry stakeholders to ensure the city centre is:
- welcoming, inclusive and open for business
- accessible
- a world-class destination with diverse and memorable experiences
- a showcase for our river, parklands, streets and subtropical spaces
- unlocking future potential to plan for lthe Brisbane 2032 Olympic and Paralympic Games.

City Reach Waterfront Master Plan
The City Reach Waterfront Master Plan is our vision for the riverfront area extending from the City Botanic Gardens to Howard Smith Wharves.
Based on technical investigations and community consultation, the plan aims to ensure the area continues to evolve into a world-class employment and lifestyle precinct.
Key features of the plan include:
- wider river promenade to allow more space
- additional shade trees and landscaping to enhance comfort
- more locations to access the river for water-based activities
- enhanced public parks and improved lighting of iconic riverside buildings and heritage features.

Knowledge corridor
Brisbane’s knowledge corridor represents Queensland’s largest collection of knowledge-intensive industries. It runs north to south through the inner city and features clusters of knowledge-based:
- businesses
- universities
- research institutes
- hospitals.
The corridor will benefit from the new Brisbane Metro and Cross River Rail. These infrastructure projects provide a catalyst for investment and urban renewal in the corridor’s 5 key precincts:

Valley Special Entertainment Precinct
The Valley Special Entertainment Precinct refers to designated special entertainment areas in the Fortitude Valley neighbourhood plan, and the Newstead and Teneriffe waterfront neighbourhood plan.
The precinct was created to:
- protect the local music industry’s future without exposing residents or businesses to amplified noise
- define areas in the Valley where unique music noise and development laws apply.
This balances the needs of the Valley’s music venues with those of residents and other commercial operators.
