Launching drones in parks
Several parks include designated areas to launch and land drones and other Remotely Piloted Aircraft (RPA) recreationally.
When operating a drone:
- follow the drone safety rules
- check if you need Council permission.
To find a park with a designated drone launching area, check the facilities information on the map.
Drone safety rules
The Civil Aviation Safety Authority (CASA) regulates the flying of drones and other RPA to help protect the public.
Do I need permission?
Before you launch or land a drone in a park, check if you need permission from Council.
You can launch and land your aircraft in a designated area without permission if:
- your aircraft is electric
- you're flying the aircraft for recreational purposes only
- you fly it after 7am on weekdays, and after 9am on weekends and public holidays
- you don’t cause a nuisance, endanger others or damage the park
- the aircraft weighs no more than one kilogram for fixed-wing models, and no more than 2 kilograms for drones or other non-fixed wing aircrafts.
You can launch and land a drone from any Council parkland without permission if:
- you’re flying the aircraft for recreational purposes
- you're flying the aircraft no earlier than 7am Monday to Saturday, or no earlier than 8am on Sundays and public holidays
- you don’t endanger, interfere with or cause nuisance to the park, park users or neighbouring properties
- the park area is available for public use and not part of a site managed by another organisation, such as a sporting club or community group
- the aircraft is a children’s toy or weighs less than 0.5 kilograms*.
You must have permission for all other activities involving the launching and landing of drones and other RPA from Council parks.
These activities are restricted under the Public Land and Council Assets Local Law 2014.
You can seek permission for launching and landing a drone, or other RPA, from a Council park either:
- as part of an event (e.g. filming)
- on its own (e.g. training, racing).
When applying for permission, you need to:
- ensure the proposed location will enable you to operate your drone safely, in accordance with CASA drone safety rules (e.g. away from busy areas)
- obtain Public Liability Insurance to the value of $20 million, which covers the operation of a drone
- have a current remote pilot licence (RePL) and/or drone operator’s certificate (ReOC) issued by CASA (if your drone weighs 2 kilograms or more)
- confirm you understand and will follow CASA's drone safety rules
- apply at least 5 business days before your activity or event.
You can apply online by completing the Park Booking Application form.
Restricted and prohibited activities
Some activities are restricted and prohibited in Council parks and bushland reserves.
To protect public safety, park facilities, the environment and neighbouring properties, the following activities are not allowed:
- motorbike or trail bike riding
- four-wheel driving
- playing golf, other than at a designated golf facility or with a whiffle ball
- off-road cycling on high-powered motorised bikes in natural areas.
Restricted activities are allowed without Council permission in designated areas or facilities, and may be allowed in other park areas with Council permission. Examples include:
- horse riding
- walking dogs off leash
- riding bicycles, scooters and skateboards
- bushwalking, trail running and orienteering
- launching canoes and kayaks
- recreational fishing in any water body.
Download our guidelines to learn more about activities that are prohibited, restricted or require permission.
