Citywide amendment - planning scheme policy - Amendment package N

Brisbane is a great place to live, work and relax. To ensure our friendly and liveable city continues to thrive and Brisbane City Plan 2014 (City Plan) remains effective and up-to-date, Brisbane City Council has adopted changes to some of its citywide provisions with Amendment package N.

This amendment became effective in City Plan on 10 December 2021 as part of City Plan amendment v23.00/2021.

City Plan includes planning scheme policies to provide further information, guidance and advice to the development industry about how the outcomes prescribed in development codes can be achieved. The Infrastructure design planning scheme policy addresses the delivery of infrastructure that contributes to the liveability of Brisbane residents such as parks, pathways, public utilities, road corridors and public art.

Amendment package N included changes to the Infrastructure design planning scheme policy to:

  • improve the safety, amenity and sustainability of our city’s lighting infrastructure
  • ensure proprietary stormwater treatment devices achieve the stormwater quality outcomes of City Plan
  • design, construct, deliver and maintain infrastructure in accordance with industry best practice and Council standards. 

The amendment package followed the ‘planning scheme policy amendment’ process as outlined in the Queensland Government’s Minister's Guidelines and Rules.

Council endorsed the amendment with changes following a review of submissions and adopted the amendment on 23 November 2021. The amendment became effective on 10 December 2021.

Community consultation

The amendment package was open for public consultation from 12 July to 23 August 2021.

Following careful consideration of submissions received during the public consultation period, Council endorsed the proposed amendment with changes on 23 November 2021. A summary of the matters raised in submissions and a response for how these have been considered has been included in the consultation report.

Public lighting

Changes to public lighting standards are proposed to:

  • improve the safety of public areas throughout Brisbane by delivering appropriate public lighting levels
  • reflect the latest Australian Standards for public lighting, specifically AS/NZS1158.3.1 - Lighting for roads and public spaces
  • provide a common format for public lighting infrastructure requirements to clarify the meaning, improve readability and interpretation of public lighting standards
  • update the Infrastructure design planning scheme policy to reflect industry best practice for the delivery of lighting and other Council infrastructure.

Each chapter of the planning scheme policy addresses the delivery of lighting infrastructure for specific scenarios. The chapters proposed to be changed in the Infrastructure design planning scheme policy are:

  • Chapter 1 Introduction
  • Chapter 3 Road corridor design
  • Chapter 4 Pathways outside of the road corridor
  • Chapter 6 Public art
  • Chapter 9 Public utilities
  • Chapter 10 Parks
  • Chapter 11 Public toilets
  • Chapter 12 Public riverside facilities.

Stormwater treatment devices

Changes to parts of the Infrastructure design planning scheme policy are proposed to ensure proprietary stormwater treatment devices used in a design solution have appropriate certification from the Stormwater Quality Improvement Device Evaluation Process (SQIDEP) and demonstrate the required performance metrics of City Plan.

This change will only affect Chapter 7 Stormwater drainage of the Infrastructure design planning scheme policy.

Brisbane Standard Drawings and Reference Specifications

Changes are proposed to Brisbane Standard Drawings and Reference Specifications. These changes include:

  • amendments to existing Brisbane Standard Drawings and Reference Specifications
  • addition of new Brisbane Standard Drawings and Reference Specifications
  • removal of redundant Brisbane Standard Drawings and Reference Specifications
  • updates to cross references to Brisbane Standard Drawings and Reference Specifications.

The chapters proposed to be changed in the Infrastructure design planning scheme policy include:

  • Chapter 1 Introduction
  • Chapter 3 Road corridor design
  • Chapter 6 Public art
  • Chapter 8 Structures
  • Chapter 10 Parks
  • Chapter 12 Public riverside facilities.
