About the project

Brisbane City Council has identified the intersection of Kelvin Grove Road and Lower Clifton Terrace as requiring an upgrade to improve the overall operation of the intersection, reduce congestion on Kelvin Grove Road and enhance safety for people walking and riding through the area.

The upgrade will adjust the traffic signal phasing and modify access at Lower Clifton Terrace to allow traffic to move more efficiently through the intersection easing congestion for motorists on Kelvin Grove Road, especially during peak times.

The Kelvin Grove Road and Lower Clifton Terrace intersection upgrade is jointly funded by Brisbane City Council and the Australian Government as part of the Roads to Recovery program.

Project benefits

The upgrade at this intersection will introduce the below benefits.

Reduce travel time and help to ease congestion by adjusting the traffic signal phasing to extend the green time for traffic on Kelvin Grove Road.
Improve intersection operation efficiency and enhance pedestrian safety by removing the signalised left-turn movement from Lower Clifton Terrace into Kelvin Grove Road and adjusting the traffic signal phasing.
Enhance safety and connectivity for people walking and riding by upgrading the footpaths and kerb ramps.

Project details

The works to be undertaken as part of this project are outlined below.

Upgrading the traffic signal phasing to extend the green time for traffic on Kelvin Grove Road.
Changing the unsignalised access point at Lower Clifton Terrace and Kelvin Grove Road to left out only.
Removing the signalised left turn from Lower Clifton Terrace into Kelvin Grove Road, changing access to right turn only.
Upgrading the footpaths and kerb ramps at this intersection.
Installing new pavement, line marking, landscaping and turf.

Project timing

Works are expected to commence late July 2024 and finish in late 2024, weather and site conditions permitting.

To reduce impact to the high traffic volumes on Kelvin Grove Road and for the safety of workers and the community, construction will take place at night between 7pm and 5am, Sunday to Thursday.

Every effort will be made to complete particularly noisy works prior to 11pm, where possible. Council will provide advance notification of any particularly impactful works required throughout the construction period.

What to expect during construction

During the works, residents and road users may at times experience:

increased noise, truck movements, low level vibration and dust
light from mobile light towers and flashing vehicle lights
changes in traffic conditions, including minor traffic delays, reduced speed limits, and temporary lane closures.

Council will make every effort to minimise impacts to the local community. Traffic management and signage will be onsite to direct people walking, riding and driving through the area. Council will continue to monitor traffic and construction conditions throughout the project and make adjustments where required.

Site laydown

During construction, a site laydown area will be established on-road, on the low-side of Lower Clifton Terrace, alongside the greenspace, to temporarily store a site office, worker amenities, equipment and machinery. This area will require the temporary removal of some on-street parking while construction is underway.

Permanent access changes

Once the project is complete, permanent access changes will be implemented.

Access to Kelvin Grove Road from Lower Clifton Terrace

Road users travelling on Lower Clifton Terrace will be required to turn right into the lower section of Lower Clifton Terrace and use the unsignalised access point to turn left onto Kelvin Grove Road.

Access to Lower Clifton Terrace from Kelvin Grove Road

Two alternate routes for road users using the Hale Street off-ramps. For road users travelling northbound on Kelvin Grove Road the new route shows road users continuing north and turning left into Victoria Street, taking the first left into Scott Street before turning left onto Musgrave Road, to then turn left to access Lower Clifton Terrace.
